Shrimp in Shorts means shrimp left with a little bit of shell on their tails, for an easier and cleaner dunking in sauce.  This guy, in handsome polka dotted shorts, is obviously about to dive into something delicious. He's holding onto his shorts with two hands to make sure they don't fall off, preparing to dive with two other hands and holding his nose with a fifth. This great menu is from the St Regis restaurant on Airline Highway five miles from downtown New Orleans and is dated 1944 but we think it is actually from the 1950s.
